The southern regions of Italy were under the control of Spain. The North was ruled by Austria-Hungary, the Centre by the Pope. Victor Emmanuel II was proclaimed the king of United Italy in 1861. He was the first king of united Italy till his death in 1878. He insisted on the designation of Victor Emanuel II rather than Victor Emanuel I of Italy. He was the king of Sardinia Piedmont from 1849 to 1861. Cavour was the Chief Minister of Sardinia who led the movement to unify the regions of Italy. Sardinia Piedmont was successful in defeating the Austrian forces in 1859.
