After the failure of the First Round Table Conference, the government struggled to decide whether Congress would attend the second round table. Viceroy Irwin holds a meeting with Mahatma Gandhi. An agreement was signed on 5 March 1931 called the Gandhi-Irwin Pact. Through this agreement, the government had agreed to release most civil disobedience volunteers who had not been accused of violence. As a result, Gandhiji suspended the Civil Disobedience Movement and attended the second round table. The Pact was signed before the Second Round Table Conference in London.
