The above statement is true. However, the Swaraj was interpreted by everyone differently. For the plantation workers of Assam, it acquired a different meaning. The plantation workers were confined to a particular area. They were not allowed to move in and out of the confined spaces. According to the Inland Emigration act of 1859, the workers needed to seek permission before moving out. They were also not allowed to visit the village they belonged to. They participated in the non-cooperation when they heard that it would lead to attaining Swaraj. However, they could not succeed in their initiative.
