The British were uncomfortable with the shifting cultivation groups.
Shifting cultivation involved people moving from one place to another in search of better land for cultivation. They didn't have a home, and as The British wanted a regular revenue source, they wanted these tribal groups to settle down and become peasants. These cultivators were easy to control and administer. So the British introduced the land settlement system to resolve the shifting cultivation issue. But this didn't prove a helpful method as the land allotted to jhum cultivators was not good.
