The Congress had long ignored the Dalits because they did not want to offend conservative upper-class Hindus. But Gandhi wanted to eliminate untouchability. He called them children of God or Harijan and organized satyagraha to give them access to public wells, schools, and temples. He cleaned the toilets himself out of respect for the bhangi's job and tried to convince the upper class to give up the untouchables. But many Dalit leaders believed that only political empowerment could solve the problems facing their communities in society. They demanded separate elections for the Dalit community in legislative assemblies and reserved seats in educational institutions. As a result, Dalit participation was limited, especially in the Maharashtra and Nagpur regions. Mahatma Gandhi wanted to bring Dalits back into society and end discrimination. But the Dalits didn't believe this would work, so they wanted political power guaranteed to them to gain independence.
