Industry associations started to worry about imports from other countries as England's cotton businesses increased. They lobbied the government to impose import charges on cotton textiles so Manchester products could be sold in the UK without international competition. Consequently, cotton weavers in India faced two issues simultaneously: their export market had collapsed, and the domestic market had shrunk due to the Manchester imports. By the 1850s, most of the weaving regions in India were reporting stories of decline and devastation. Weavers also had to confront a new challenge by the 1860s. They were unable to obtain a sufficient quantity of high-quality raw cotton. This was because Britain turned to India when the American Civil War erupted, and cotton supplies from the United States were cut off. Thus raw cotton prices rose as India's raw cotton exports grew.
