Detailed Solution

The above statement is true.
The balance of power between the Centre and the states differs from federation to federation. This balance depends on the historical background through which the particular federation was formed. Federations were formed via two routes. The first route, or the 'coming together federation, involved independent States coming together to form a bigger unit on their terms. In the second route, or in the 'holding together' federation, a large country agrees on dividing its power between the constituent States and the central government. In 'coming together' federations, all the constituent States have equal power and are powerful concerning the central power. USA, Australia, and Switzerland are some examples. On the other hand, the Centre tends to be more powerful than the states in 'holding together' federations. For example, India, Belgium, and Spain.
