On May 5, 1789, Louis XVI convened an assembly of the Estates-General to consider additional tax measures. The state-imposed taxes and forced citizens to pay them to support the costs of running the courts, army, government universities, and offices. The King and Queen imposed direct and indirect taxes on the people to defray their costs. The state's treasury was drained as a consequence of countless expenses. Because the state was facing financial difficulties due to recurring fights, taxes were levied to support the royal treasury's expenses. Because the clergy and nobles had special privileges, the third estate was taxed. Only the third estate paid taxes, including big business people, courts, lawyers, peasants and craftsmen, landless labourers and servants, and so on. Peasants were also forced to pay tithes to the Church. It included a direct tax known as Taille and indirect levies on consumer items such as salt and tobacco. In one form or another, the monarchical government used this strategy to collect taxes from the people.
