Indonesian villagers were punished under this new forest rule if they were seen moving through woods, shipping timber without a license, or grazing livestock in immature stands. Under this regulation, which the Dutch government established, even peasant access to the forest was prohibited. Villagers were fined for transporting wood without a permit, riding horses through immature forest stands, and grazing cattle.
