The Dutch managed the forests of Java. The Dutch were the ones who initially imposed rents on agricultural property in forest areas. These rents on Java agricultural lands were only exempt if the people provided free labour and buffaloes for hauling and chopping wood. However, the Dutch replaced the rent exemptions with poor wages for the Java peasants, and the forest laws banned them from farming any forest land after that. The Dutch, who also implemented forest laws on Java Island in the 19th century limiting locals' access to woods, developed Scientific Forestry in Indonesia. Now, wood can only be harvested from selected forests under strict supervision for designated uses, such as building houses or riverboats. In addition, villagers were fined for driving horses and cattle through forested areas, transporting wood without a license, and grazing livestock in some forest regions.
