Additionally, there were rumours that the Ottoman emperor, who served as the spiritual leader of the Islamic world, would be subject to a harsh peace treaty (the Khalifa). In March 1919, a Khilafat Committee was established in Bombay to defend the Khalifas' temporal powers. Young Muslim leaders like the Ali brothers, Muhammad and Shaukat, started talking with Gandhi about the potential for coordinated mass action on the issue. Gandhiji viewed this as a chance to include Muslims in a unified national movement. He persuaded other leaders to launch a non-cooperation movement in support of Khilafat and for swaraj at the Congress session in Calcutta in September 1920.
