A. O. Hume was the first President of the Indian National Congress. Seventy-two delegates from throughout the nation gathered in Bombay in 1885 to form the Indian National Congress. A few notable representatives were Romesh Chunder Dutt, Dadabhai Naoroji, Surendranath Banerjee, Badruddin Tyabji, W. C. Bonnerjee, S. Ramaswami Mudaliar, and Surendranath Banerjee. The Indian National Congress was established by retired British Indian Civil Service (ICS) officer Allan Octavian Hume to provide educated Indians with a civil and political discourse forum. Hume obtained the viceroy's consent in May 1885 to establish an "Indian National Union" that would be associated with the government and serve as a forum for expressing Indian public opinion.
