The representatives of Britain, Russia, Prussia, and Austria, who defeated Napoleon, met at Vienna for an agreement of settlement for Europe, i.e., the treaty of Vienna of 1815. This Congress was organised by the Austrian Chancellor, Duke Metternich. European leaders made this agreement of settlement to undo the changes that had come during the Napoleonic Wars. They wanted to maintain the balance of power in Europe, so they increased the size of some regions so that no one control would dominate a large part of Europe. The European leaders wanted to bring back the monarchies overthrown by Napoleon so that peace could be restored.
