Count Camillo de Cavour was the Chief Minister of Sardinia-Piedmont and the Italian regional unification movement leader. Count Camillo de Cavour was neither a radical nor a democrat. He spoke French far better than Italian, as did many other rich and educated members of the Italian elite. He forged a smart diplomatic alliance with France, which enabled Sardinia-Piedmont to defeat Austrian forces in 1859, freeing the northern half of Italy from the Austrian Habsburgs. Cavour was concerned that if Garibaldi invaded the mainland and conquered Naples, the Red Shirts would complicate matters by assaulting the Papal places. To avert this, he dispatched armies to take the Church's holdings. Cavour lived long enough to see Victor Emmanuel crowned King of a united Italy.
