To avoid fraud, officials appointed by the Nawab's court inspected all district revenues and scrutinised the accounts of the jagirdars. Saadat Khan tried to reduce the number of Mughal-appointed office holders (jagirdars) in the Awadh region. He also lowered the number of jagirs and filled available positions with trustworthy personnel. Murshid Quli Khan dispatched all Mughal jagirdars to Orissa to weaken Mughal influence in Bengal, and he also ordered a comprehensive reevaluation of Bengal's tax revenues. All zamindars were strictly forced to pay for all revenue in cash. As a result, many zamindars were obliged to borrow money from banks and moneylenders. Those who could not pay had to sell their land to larger zamindars.
