When the first political experiment of liberal democracy was marked in Revolutionary France, the right to vote (suffrage) was only granted to property-owning men. Women, landless men, and formerly enslaved people were denied these rights because they were considered second-class citizens. Only during the Jacobin period were all adult males granted suffrage. However, when the Napoleonic Code was implemented, all rights were restored to limited suffrage.
