During the winter of 1917, conditions in Petrograd, the capital, were deplorable. In February 1917, there were acute food shortages in the workers' accommodation. Due to the cold winter, extremely heavy snowfall and frost had fallen, exacerbating the situation. On February 22, a lockout occurred at a plant. The next day, workers from fifty factories went on strike in solidarity. Women were the strike leaders in a number of factories. This was eventually designated as International Women's Day. Over the next few days, the employees attempted to put pressure on the government to approve their demand, but the administration dispatched the cavalry. In the crowded streets, they sang, demanding democracy, better hours, bread, and wages. However, the cavalry refrained from opening fire on the demonstrators. The following day, the Tsar resigned. The Soviet and Duma leaders formed a Provisional Government to administer the country. A constituent assembly was chosen by universal adult suffrage to decide Russia's destiny.
