The Governor-General ruled the three presidencies, Bengal, Madras, and Bombay. It was the highest and most honourable position in the administration. In 1772, a new system of justice was introduced. Every district contained a civil court and a criminal court. Civil courts were under the European district collectors, and the criminal courts were headed by the qazi and mufti but were supervised by the district collectors. In 1773, under the Regulating Act, they also established a Supreme Court. In Calcutta, a court for appeal was also found. A district collector was appointed for every district. Their primary job was to collect taxes and revenue. Hence, Bengal, Madras, and Bombay were the three presidencies of the British Empire.
