The Indian Statutory Commission, often known as the Simon Commission (for its chairman Sir John Simon), was established by the British government in November 1927 to examine the necessity for additional constitutional reforms. The Commission was made up of seven British lawmakers. Indians weren't a part of it. This was perceived as a deliberate insult to the Indians' self-respect and a breach of the concept of self-determination. Congress decided to boycott the Commission in 1927. The Commission was met with hartals and black flag protests everywhere, with the message "Simon Go Back." The Commission was finally handed back with several recommendations and ideas.
