The given statement is true.
The East India Company wanted to grant the concession for trade in Bengal. At that time, regional rulers were in existence who were powerful, like Siraj ud daula, Alivardi Khan, and Murshid Quli Khan. However, the Britishers were so clever that they wanted to trade in Bengal without paying tax and fortify and mint coins in their forts for trade in Bengal. So Britishers asked to grant a concession from the Nawab of Bengal. But the Nawab refused this permission because they understood that this affected the revenue of Bengal. Hence, the regional rulers declined to grant a concession to the Britishers.
