Mаhаtma Gаndhi and Shаukаt Ali toured extensively throughout the summer of 1920, rallying popular support for the campaign. However, many members of the Cоngress were concerned about the proposals. In addition, they refused to boycott the council elections scheduled for November 1920, fearing that the Non-Cooperation movement would lead to widespread violence.
