Charles Wood was Chairman of the Board of Control (introduced by Pitt's India Act, 1784) of the British East India Company. He also served as the Foreign Minister of India. He had a significant impact on the spread of education in India. In 1854, he sent a dispatch to Lord Dalhousie, then Governor-General of India. Wood's dispatch recommends that elementary schools adopt the notices. Through the dispatch, he also suggested that secondary schools use English and that English should be the medium for college-level education. Therefore, Wood's Dispatch is considered the "Magna-Carta" of English education in India.
