Kulaks were defined differently in the former Soviet Union during the rule of Joseph Stalin. They may be farmers with land that was roughly 5 or 6 acres larger than their neighbors' land or farmers with a few more cattle than their neighbors and friends. Joseph Stalin first proposed the idea of collectivization.  Stalin instituted the Collectivization program to make up for the shortage in grain supply.  Beginning in 1929, all peasants were compelled to produce on kolkhoz or communal farms. Profits from Kolkoz were split.
