 Since India has a federal government, the powers are divided between central and state governments. Thus, the states are governed by the respective state governments. Still, certain territories are too small to be constituted as a state and cannot even be merged with the states due to the economic, cultural and financial complexities. These territories are called Union territories that are administered differently from the states. The Union territories, such as Lakshadweep, Andaman and Nicobar Islands, and Chandigarh, enjoy lesser powers than the states and do not have their legislature. While Pondicherry, Delhi, and the recently designated union territory of Jammu and Kashmir have their state legislature. Thus, all Union Territories do not have the power of a State.
