Hence in Bombay in March 1919, a Khilafat Committee was established to preserve the Khalifa's temporal authority. Young Muslim leaders like the Ali brothers, Muhammad and Shaukat, started talking with Gandhi about the potential for a coordinated mass movement on the problem.
