Every State (it does not matter if a state's population is less or more than the other states) in India has a Legislative Assembly. But only a few states have a Legislative Council. Article 169 of the Indian Constitution talks about the legislative Council of State. There should be a minimum of 40 members in the legislative council of the State. Only 6 out of 28 states have a State Legislative Council. These are Bihar, Uttar Pradesh, Andhra Pradesh, Karnataka, Telangana, and Maharashtra. Every state in India doesn't have a legislative council.
