Detailed Solution

The statement is false.
The Rajya Sabha or the upper house is composed of 245 members, of which 233 are elected and 12 are nominated by the president of India. The maximum number of Rajya Sabha can go up to 250. The Rajya Sabha is the permanent body of the parliament because it can never be dissolved like the Lok sabha every five years and a continuing chamber of parliament. Its members are chosen by the members of the state legislative assembly and they work for a tenure of 6 years. 1/3rd of the members of Rajya Sabha retire every second year and are replaced by new ones.
