The Khilafat Movement was started by Shaukat Ali, Abdul Kalam Azad, and other religious leaders who wanted to expand Muslim participation on behalf of Caliphate Abdul Hamid II, to shield the Turkish Empire from the Ottoman Empire. The Khilafat Movement was an agitated movement of Indian Muslims allied with Indian nationalism.The Khilafat non-cooperation movement began on August 31, 1921, as Indians began to resign from government service. In 1921, the Khilafat Commission issued an appeal to any or all Muslims to ask not to join the police and militia. Indians started to refuse to pay taxes to the country's government. Sales of products and necessities and schools were suspended, and thus the Ali brothers were arrested for causing this.
