Todar Mal was Akbar's revenue minister. During Akbar's rule, Raja Todar Mal served as The Mughal Empire's finance minister. Akbar worked with Raja Todar Mal to implement many improvements in his revenue division. He was a member of Akbar's ‘Navaratnas.’ Raja Todar Mal was an excellent warrior, manager, and finance minister. In 1575, he was appointed financial officer (Mushrif-i-Diwan) for Akbar. In 1582, he was named Diwan-i-Kul (Chief Finance Minister), and it was under his leadership that The Mughal Empire's land records book underwent improvements known as Todar Mal's rent-roll.
