The above statement is false. The central and state governments cannot administer a country as vast as India. Hence, the concept of local government came up. This local government would be looking into the local issues of the citizens and solving those accordingly. An amendment was made in 1992 to constitutionally recognise the local bodies at the rural and urban levels. It does not mean India had not witnessed a local government before the 1992 amendment. The elections were not conducted regularly, and the local bodies were under the grip of the state governments, which is why constitutional recognition of these local bodies was made the need of the hour.
