When the freedom struggle was going strong, the national leaders had promised the people that the states would be created on the basis of language in independent India instead of the arbitrary ways employed by the British. However, after Independence, the leaders became sceptical that linguistic states might further create a ruckus in an already divided country. However, protests erupted in various parts of the country. The government gave in and a commission was formed to make suggestions. Soon enough, states were carved on the basis of language.
So, these linguistic states turned out to be a blessing in disguise for the Indian democratic experiment by fulfilling the aspirations of the people.
