People should have a genuine choice in a democracy, and it happens only when there are no restrictions on anyone's right to contest elections. And this is what our system (in India) provides. Our constitution doesn't prohibit anyone from contesting an election as a candidate. Therefore, election candidates might be anyone eligible to vote. The only difference is that to become a voter, someone has to be at least 18 years old and to become an election candidate, he has to be at least 25 years old. So, yes, a voter can be a candidate after fulfilling the above requirement of age limit.
