Maximilien Robespierreree took the measure of the maximum ceiling on wages and prices. He also rationed meat and bread and forced the peasants to sell and transport their grains to cities at a fixed price given by the government. In addition, he forbade the use of expensive wheat flour, and the citizens were to eat only a loaf of bread made of whole wheat. He took these measures to bring equality to the citizens of France. By introducing such harsh laws, his reign was labelled as the 'Reign of terror' from 1793 to 1794. Formerly, he was also the leader of the Jacobin club.
