Detailed Solution

The above statement is true.
The Civil Disobedience Movement was bounded by limitations, such as people not participating wholeheartedly for many reasons. There were communities formed on a religious basis, such as Hindu Mahasabha, Muslim League, and Dalits association. The Indian National Congress was not accepting Dalits because of the thoughts of upper-class conservative Hindus and did not accept Muslims due to the objection of Hindu Mahasabha. Hence, many Dalits did not participate because of discrimination, and the Muslim League had their own opinion, which did not match Hindu Mahasabha. Most working classes did not participate in the Civil Disobedience Movement, as the industrialists backed the campaign by giving financial aid. Thus the Civil Disobedience movement had limitations.
