The forest laws in Java were enacted by The Dutch.When it became clear that controlling an area meant much more than managing people, the Dutch imposed forest rules in Java in the nineteenth century to prevent locals from accessing the wilderness. Cutting down trees for wood is required for specialised projects, such as building houses or boats for waterways, and only in remote areas under strict supervision. The town flatly rejected any attempts by cows to graze in young stands, haul wood without a permit, or travel on timberland streets with horse vehicles or dairy cattle. This was because building ships and building rail routes in India needed the establishment of a wood government. Java alone sent 280,000 sleepers out in 1882.
