Pockets of the industry could be detected. There were two major industrial hubs: St. Petersburg and Moscow. Most of the production was done by artisans, although there were also big factories and craft businesses. In the 1890s, when Russia's railway system was expanded and industrial foreign investment rose, several industries were built. Production of iron and steel quadrupled while coal production doubled. In some places, factory workers and artisans were nearly equal in number by the 1900s. The majority of the industry was owned privately by industrialists. Large factories are under government supervision to ensure minimum pay and set work hours. However, plant inspectors were powerless to stop laws from being broken. The average workday in craft units and small workshops was 15 hours, compared to 10 or 12 hours in factories.
