Arbitration is a state where decisions have no basis, and the rules are not fixed. The law was very arbitrary during the colonial era. They have not established a rule of law where everyone is considered equal before the law. The Sedition Act of 1870 and the Rowlatt Act of 1919 are the best examples of British arbitrariness. The Sedition Act stated that any person protesting or criticising the colonial government could be arrested without due trial. According to the Rowlatt Act, if anyone is suspected of being involved in "terrorist activities", they could be arrested by the colonial government.
