Colonial rulers considered forests as wilderness and unproductive because forests did not yield revenue to enhance the income of the state. The British colonists wanted to expand their revenue cover, their main source of revenue was land, agriculture, trade, etc. They generated huge revenue from the agricultural produce. So, they considered forests unproductive because forests did not generate any revenue to enhance the income of the state. Moreover, the demand for food grains rose in Europe during the eighteenth century to feed the growing urban population. Industrial growth in Europe also demanded raw materials. They wanted to bring these forests under cultivation to enhance the revenue of the state through agricultural produce including commercial crops. The cultivated area was thus enhanced with a rising cover of 6.7 million hectares.
