Concept- Chlorides are negatively charged ions that are derived from chlorine. Chloride ions are obtained when an electron is gained by chlorine atom in its valence shell. Chlorine is a non-metal that belongs to the group of halogens. It has atomic number 17 and is represented by the symbol Cl.
When two nonmetals come together, it results in the formation of covalent bonds. When a metal and a nonmetal come together, ionic bonds are formed. Another name for  ionic bond is electrovalent bond.
Chloride is therefore a non-metal and when combined with another metal the metal chloride formed will be ionic in nature and therefore can conduct electricity.
Similarly, when a chloride combines with another nonmetal, the resulting nonmetal chloride would be covalent in nature and therefore unable to conduct electricity.
Hence, the correct option is (3).
