Congress insisted on having Indians in the government and administration. During the first 20 years, Congress pushed for the inclusion of Indians in the executive and legislative branches of government. It wanted more Indian representation and power, as well as the creation of the Legislative Council in provinces where there wasn't one already. It demanded that Indians be appointed to key posts in the administration. The request for Indianization of the administration was made to counteract prejudice because the vast majority of important positions were held exclusively by white officials. Indianization would slow England's rate of economic growth.
