Congress was reluctant to include the demands of industrial workers in its struggle program as it believed it would alienate industrialists.
The industrial working classes did not join the Civil Disobedience Movement in significant numbers, except in the Nagpur region. Moreover, Congress believed that including labour union demands into its program would alienate industrialists and divide the anti-imperial forces. Therefore Congress was hesitant to incorporate their needs into its program of struggle. As a result, workers maintained their distance while industrialists got closer to Congress. Nevertheless, some workers engaged in the Civil Disobedience Movement, selectively incorporating some of the Gandhian program's ideas, such as the boycott of imported goods, in their campaigns against low pay and unfavourable working conditions.
