Conservatives did not believe in establishing and preserving democracy.
Conservatives held that long-standing, traditional institutions of government and society, such as the monarchy, the Church, social strata, individual property rights, and the family, should be upheld. European governments were driven by conservatism after Napoleon was defeated in 1815. However, most conservatives did not advocate returning to society before the revolution after 1815. Instead, they saw that modernisation might strengthen established institutions like the monarchy thanks to the changes brought about by Napoleon. It might increase the strength and effectiveness of state power in the long run and prevent any opposition against the state by the liberals.
