B(OH)3 is a weak acid while NaOH is a strong base. Any additional compound that enhances the acidity of B(OH)3, increases the rate of reaction. Among the given options, acidity is either increases by cis-1,2-diol or trans-1,2-diol.

In cis-1,2-diol, two -OH groups present on the same side and forms chelated complex with B(OH)3. This enhances the stability and acidity of B(OH)3 which results in increasing the rate of reaction. 

In trans-1,2-diol, two -OH groups present on the opposite sides. As a result, chelated complex cannot formed between trans-1,2-diol and B(OH)3.
