Ratio of cosωxt+ϕx and sinωyt+ϕy should be non-zero finite constant.

The two perpendicular vibrating light waves form a plane polarized light if their frequencies are equal ωx=ωy and have a phase difference of zero. The amplitude of the waves may or may not be equal.

Ex=Axcosωxt+ϕx=Axsinωxt+ϕx+π2

and 

Ey=Aysinωyt+ϕy

Since, ωx=ωy , the phase difference should be zero.

ϕx+π2-ϕy=0

The values which satisfy above equation are ϕx=π2,ϕy=π
