The criminal tribe act was passed in 1871 by the colonial government, which wanted to rule over the settled community of pastorals. It was impossible because all the cattle herders were moving seasonally from one region to another. The government couldn't impose a tax on pastorals because they did not live in a fixed place. The government could not identify and control them and hence couldn't collect taxes from them. Thus, they decided that the pastoralists settle in one place and abide by the law or be considered criminals.
