Cyber laws and Computer software come under the residuary list.
According to the seventh schedule of the Indian Constitution, functions and powers are divided between the states and the union. The seventh schedule consists of three lists namely:-Union list, State list, and Concurrent list. There are 97 topics on the union list that the Parliament or the federal government can pass legislation on.66 topics of the state list are included on the state list, on which the state governments may pass laws. Residuary subjects are things that don't fit into any of the aforementioned three categories. Residuary powers refer to the authority to enact laws on various topics. The Parliament has the authority to enact any law pertaining to any issue that is not covered by the concurrent list or the state list. Our Constitution grants the Union Government the authority to enact legislation on the residuary list. Computer software is a residuary subject because it is not included in any of the three lists listed in the Constitution.
