Decentralization is the process under which power and authority are delegated or transferred from the central level to sub-ordinate unitsl. Decentralization helps deepen democracy, empowers people to participate in decision making and helps realize the goal of self-governance. In 1992, the Indian Parliament passed the 73rd and 74th Amendment Act which gave constitutional status to the local government. This was a defining step toward decentralization in India. This led to the establishment of the Panchayati Raj institution in the rural areas and the Municipal Corporation in the urban areas.
