Dr Ambedkar demanded a separate electorate for Dalits, and mahatma Gandhi opposed it. Many Dalit leaders desired a different political solution to the community's concerns. They began organizing, demanding reserved seats in educational institutions and a distinct electorate to select Dalit members for legislative councils. They felt that political empowerment would address their social limitations. Because of this, the Dalit involvement in the Civil Disobedience Movement was limited, particularly in Maharashtra and Nagpur, where their organization was very powerful. At the second Round Table Conference, Mahatma Gandhi and Dr B.R. Ambedkar, who had founded the Depressed Classes Association in 1930, fought over separate electorates for Dalits. The depressed classes association in society boosted the dignity of the community's underprivileged parts, such as SC and ST.
