During British rule, forest lands were considered wilderness and were cleared for Agriculture to yield produce. They opined that these were useless as they didn’t yield any revenue. The primary source of revenue was land revenue. So the government wanted to expand revenue generation. In this process, they opted to clear the forest land. This land was transferred to individuals for agricultural practice, which could generate revenue. In addition, commercial crops were encouraged by the government in these lands.
