Detailed Solution

During the mid-19th century, Italy was divided into seven states, of which only one, Sardinia-Piedmont, was ruled by an Italian princely house.
The north of Italy was ruled by the Austrian Habsburg. The central part was called the Papal States because it was ruled by the Pope, and the Bourbon kings of Spain ruled the southern part. There was just one Italian princely household which ruled over Sardinia-Piedmont. Because of this, it was incredibly challenging to unite Italy into a single nation-state.
